Arclight Action is a public benefit corporation working for accountability in healthcare and government: prudent use of tax dollars, responsible public service, and decisions grounded in information people can examine.

Our mission

Arclight Action works to hold government and its contractors accountable for how public resources are used and whether commitments are met. Our mission is to help ensure tax dollars are spent prudently, contracts are honored, and public decisions serve the people affected by them.

We want public systems that earn trust through clear records, fair rules, and measurable results. Across public health, healthcare, and government contracting, that means making information and data easier to examine, advancing practical reform ideas, and checking that AI systems are deployed responsibly with meaningful human oversight.

FOUNDER & PRINCIPAL

Lance McNeill

Lance McNeill brings a builder's perspective to public systems work. His background spans public-sector innovation, entrepreneurship, healthcare operations, and policy analysis. At the City of Austin's Office of Innovation, he helped design and implement open innovation initiatives, challenge-based programs, and collaborative problem-solving frameworks across departments.

He later founded and scaled healthcare businesses, gaining firsthand experience with the decisions, documentation, and public systems that shape care delivery. That work strengthened his interest in how government programs function in practice and how they can better serve patients and the public.

Through Arclight Insights and advocacy with public officials, agencies, and industry stakeholders, Lance develops and shares ideas for more transparent, fair, and accountable public systems. He holds an MBA and a Master of Public Affairs (MPAff).

He completed OpenAI Academy's AI Leadership course, with a focus on AI governance, adoption planning, and responsible deployment. His work in this area emphasizes clear ownership, meaningful human oversight, and evaluating whether systems perform as intended.
