Sickle Cell Contract Timeline

Austin has paid the Sickle Cell Texas Marc Thomas Foundation — across — fiscal years of the City's open checkbook, and has contracted with it since 2003. Staff questioned the cost in 2022 and 2023. Council renewed it three more times.

What the City paid each year, and the running total

Bars show what the City paid in each fiscal year (right scale). The line shows the running total (left scale). Press Play to build the timeline. Pause holds the current year; Continue resumes from there. Use Previous, Next, the year selector, or click a year on the chart to explore. Hover or tap a milestone for details. Fiscal years run October to September; FY2026 ended September 30, 2026. The current checkbook includes FY2027 payments; this vendor’s latest listed payment is August 5, 2026. Figures are recorded payments as of October 26, 2026, not a forecast or a claim that FY2026 is still underway.

Milestones

Navigation contract targets, 2021–2026

These are contract targets, not actual results. The produced records do not provide a complete annual performance series. Earlier public results exist, and 2020 claim comments confirm quarterly reports were submitted. The County FY2025 report omits performance because of reporting issues.

Contract year Contract amount Client goal Case-management/navigation goal Health fair goal Healthy-outcome goal Cost per client goal Budget per navigation goal

For the April–September 2024 amendment, the performance exhibit prints April 2023–September 2024; the signed amendment identifies the April–September 2024 extension. The table uses the amendment period. The healthy-outcome denominator is not necessarily the case-management/navigation target. Per-goal dollar ratios divide the entire program budget by each target; they do not allocate actual spending among services or establish actual unit costs.

City-reported figures published July 30, 2026

The table does not identify the measurement period or applicable target. These figures are therefore shown without a comparison to 2025–26 goals. Earlier published results also exist; see FY2020 and the City’s June 2024 outcome below.

Earlier published results: FY2020

Travis County’s FY2020 Public Health report publishes the following whole-program results for Austin Public Health’s Sickle Cell and Health Equity programs. These are reported results, not independently validated client counts, and are not a comparison with the later Navigation contract.

MeasureReported resultGoal in that report
Notification and hemoglobinopathy education277274
Health fairs / education events2310
Case-management clients22521
Navigation outcome99% (273/277)87% (255/292)
Healthy outcomes98% (271/277)86% (18/21)

The report flags a possible discrepancy in the case-management result because of overlap with education clients, and says the program was working to distinguish the measures. A person receiving both services is not, by itself, proof of improper counting or duplicate payment.

City-reported outcome through June 30, 2024

A City budget response posted August 14, 2024 supplies another performance result. For Sickle Cell Navigation Services, its year-to-date table through June 30 shows 27 individuals reporting improvement out of a denominator of 63: 42.86%, against the table’s 71.79% goal. This is a dated partial-period outcome measure, not a full-year total-client count.

The contractor’s explanation describes efforts to obtain more completed surveys, including a QR code. That explanation does not establish whether missing surveys, service results, or both account for the shortfall.

Reports required, but not included here

The 2021 City agreement requires quarterly performance reports, annual progress reports and a closeout report (APH PIR pp. 317–318, sections 4.2.2–4.2.4). Claim approval comments dated April 2020 state that quarterly performance was submitted (pp. 522 and 732). Those references do not supply the underlying reports or prove they were accurate. A complete year-by-year reconstruction requires the reports, revisions and City review records.

Produced claim cost reviews, April 2022 to June 2026

Before approving each monthly bill, an Austin Public Health reviewer answers whether costs are "within approved range and/or reasonable." Each square is one produced claim record. The first 16 include two records printed July 2022; the later records omit March 2024. Every claim shown was approved and paid.

About these numbers

City payments come from Austin's open eCheckbook for vendor SIC8302663 and may include county-supported payments made through APH; no separate county amount is added. The earliest included payment is October 3, 2008, in FY2009. Payments before that are not counted. The total covers all City agreements with this vendor, not only the consolidated 2021 agreement. Only payments recorded by the City of Austin are included in the spending total. The September 2026 authorization of $349,710 is a contract ceiling, not an additional payment in that total. The nine-minute memo-delivery account is attributed to the American-Statesman report. Payment data refreshed October 26, 2026; all 376 rows match the earlier snapshot. The exact City-payment total is $5,512,013.29. Dataset-wide payments extend through October 23, 2026; August 5 is the vendor’s latest listed payment, not the dataset cutoff. Contract goals, reviewer comments and amendments come from Austin Public Health's response to public information request X026937; Council actions come from City Council minutes and recommendations.
